Benchmarks don't tell you if your data is good. They tell you if it's unusual.

"What's a good response rate?" is one of the most common questions in survey research. It's also one of the most misleading.

The answer you'll find online is usually something like "10-30% for external surveys, 30-50% for internal." Teams hit 25% and celebrate. They hit 15% and worry.

But a 40% response rate can produce terrible data. And a 12% response rate can produce excellent data. The number itself doesn't tell you what you need to know.

Here's how to actually think about response rates.

What Response Rate Actually Measures

Response rate = (completed surveys / invited participants) × 100

That's it. It tells you the proportion of people who finished your survey out of those who could have.

It does not tell you:

  • Whether your respondents are representative
  • Whether people answered honestly
  • Whether the questions were understood correctly
  • Whether the data is useful for your decision

A 50% response rate from a biased sample is worse than a 15% response rate from a well-targeted one. Response rate measures participation, not quality.

Why Benchmarks Mislead

When someone asks "is 20% good?", they're really asking "is my data trustworthy?" Benchmarks can't answer that question because response rates depend on:

A 15% response rate for enterprise executives is excellent. The same rate for employee engagement is a red flag. Benchmarks without context are meaningless.

How You're Distributing

Email surveys average 10-30%. In-app surveys can hit 30-50% because they reach people at a moment of engagement. SMS surveys often see higher open rates but lower completion. Panel surveys depend entirely on the panel quality.

The distribution channel affects both who responds and why they respond.

What You're Asking

A 2-minute satisfaction survey will outperform a 20-minute research questionnaire. Sensitive topics depress response. Relevant topics increase it.

Survey length matters, but so does perceived relevance. A long survey about something people care about can outperform a short survey on something they don't.

When You're Asking

Timing affects response dramatically. Post-purchase surveys sent within 24 hours outperform those sent a week later. B2B surveys sent Tuesday-Thursday outperform Monday and Friday. Employee surveys launched during crunch time get depressed response.

The same survey sent at different times can see 2-3x variation in response rate.

When Low Response Rates Matter

Low response rates become a problem when non-respondents differ systematically from respondents.

This is called non-response bias. If the people who don't respond are different in ways that relate to what you're measuring, your data is skewed regardless of how many responses you collected.

Examples where low response = biased data:

  • Customer satisfaction survey: dissatisfied customers are less likely to engage with your brand's survey. Your results will skew positive.
  • Employee engagement: unhappy employees may fear identification or simply not care enough to respond. Results skew positive.
  • Product feedback: heavy users are more likely to respond. You miss the perspective of casual users and churned users.

Examples where low response ≠ biased data:

  • Randomized academic study with good follow-up: non-response may be mostly random (scheduling conflicts, missed emails).
  • Exit surveys with consistent timing: everyone gets the same survey at the same moment.
  • Highly targeted B2B research: small population, but you've reached the relevant people.

The question isn't "is 15% good?" It's "are the 15% who responded representative of the population I care about?" And sometimes, if you can't get enough representative respondents, surveys might be the wrong tool entirely.

When Low Response Rates Don't Matter

Sometimes response rate is simply less important:

Exploratory Research

If you're looking for patterns, themes, or directional signals (not statistical precision), response rate matters less. You're not claiming to represent a population; you're gathering input.

Large Absolute Numbers

If you invited 50,000 people and got 5% response, you have 2,500 responses. That's plenty for most analyses, assuming the responders aren't systematically biased. The percentage sounds bad; the absolute number is fine.

When Non-Response Is Random

If there's no systematic pattern to who didn't respond (scheduling, inbox overload, random chance), low response rate adds noise but not bias. Your estimates will be less precise but not directionally wrong.

How to Actually Evaluate Your Response Rate

Instead of comparing to benchmarks, ask these questions:

1. Who didn't respond, and why might that matter?

Compare your respondent demographics to your target population. If certain groups are underrepresented, consider what that means for your conclusions.

Look at response patterns:

  • Did early respondents answer differently than late respondents? (Late responders are often more similar to non-responders.)
  • Did response rates differ by segment, channel, or timing?
  • Are there patterns in who dropped out partway through?

2. Does the response rate suggest a sample that's useful for your decision?

If you're deciding whether to launch a feature, and 80% of your respondents are power users, your data answers a different question than you intended. The response rate might be "good" but the data isn't useful.

3. How sensitive are your conclusions to non-response bias?

If your results show 51% prefer option A and 49% prefer option B, a small bias could flip the conclusion. If results show 85% prefer option A, even significant bias probably wouldn't change the direction.

Strong, consistent signals are more trustworthy than marginal differences, regardless of response rate.

4. What did you do to maximize response?

Before worrying about your rate, ensure you've done the basics:

  • Survey length under 10 minutes (ideally under 5)
  • Clear value proposition in invitation
  • Privacy assurances (especially for sensitive topics; see our GDPR guide)
  • Mobile-friendly design
  • 2-3 reminders spaced appropriately
  • Sent at optimal time for audience
  • Personalized invitation where possible

If you haven't done these, improve them before interpreting the response rate.

Use these as sanity checks, not targets:

Remember: These are descriptive, not prescriptive. A "concerning" rate might be fine if you've verified respondents are representative. A "strong" rate might hide bias if the wrong people are responding enthusiastically.

The Real Questions

When someone asks "is my response rate good?", they usually mean one of these:

"Can I trust this data?" → Depends on non-response bias, not the rate itself. Analyze who responded vs. who didn't.

"Did I do something wrong?" → Compare to similar surveys you've run. If this one is notably lower, investigate why. If it's typical for your context, probably fine.

"Will stakeholders question this data?" → Yes, if the rate seems low. Prepare context: explain the population, show consistency with past surveys, acknowledge limitations.

"Should I have done something differently?" → Maybe. But improving response rate is only valuable if it brings in representative respondents. Chasing a higher number with incentives or pressure can introduce its own biases.


The Takeaway

Response rate is a signal, not a verdict.

High response rates feel reassuring but don't guarantee good data. Low response rates feel concerning but don't necessarily mean bad data.

What matters is whether your respondents represent the population you're trying to understand, and whether you know enough about non-respondents to evaluate that.

If you can answer "who didn't respond and why might that bias my results?" you understand more about your data quality than any benchmark comparison could tell you.
